FIFA's executive committee will make a decision on the change during a meeting on Tuesday in Vancouver, according to information.
For the World Cup in the USA, Canada and Mexico, the number of teams has been increased to 48 from 32, which means that teams advancing from the group stage will now also play a round of 16.
Under current rules, a team can play five matches before a quarter-final, and if a player receives two warnings during these matches, a one-match suspension follows.
The BBC writes that FIFA believes it is fairer to introduce two occasions where warnings are deleted than to raise the limit for a suspension to three accumulated warnings.
