According to the Government Offices, the memorandum was withdrawn after it was noted that "there are a number of errors in the memorandum's references".
DN's review shows that the memorandum refers to reports and studies that do not appear to exist. These include reports from the Swedish Family Law and Parental Support Agency and the National Audit Office - all of which said that the reports mentioned cannot be found or that the report number refers to a completely different topic.
Investigator Thomas Ardenfors, the government's national coordinator, regrets the shortcomings and writes that he is "very keen" to follow up on what happened.
