The boat capsized off the tourist island of Phu Quoc on Saturday, with just over 30 people on board.
In a rescue operation involving both tourist boats and the coast guard, around 20 people were rescued, but 15 people have been confirmed dead.
All of the dead were tourists, many of them from India, reports Vietnamese VN Express.
