Rodríguez is meeting with Colombian President Gustavo Petro in a border town on the Colombian side, in what is seen as an attempt to ease tensions between the two countries. Colombia has not yet recognized Venezuela's new government.

The border region is a haven for both leftist guerrillas and drug gangs. Leftist rebels are fighting the regime in Bogotá, despite Petro's background as a guerrilla fighter. Colombia accuses Venezuela of supporting the rebels.

Colombia has received a large number of refugees who have fled Venezuela under the totalitarian leadership of Maduro.
