The Supreme Court states in Tuesday's decision that the court's assessment leans toward the 14th Amendment to the Constitution regarding the right to citizenship at birth, ratified by Congress in 1868, three years after the end of the American Civil War.
The president's executive order has been a cornerstone of the Trump administration's campaign against irregular migrants in the United States.
Lower courts around the United States have blocked the decree, which has not become law in any state.
"The framers of the 14th Amendment made a promise to 'every free person in this country,'" Chief Justice John Roberts wrote in the ruling.
