UN Secretary-General Antonio Guterres is "deeply concerned" about the situation, his spokesman Stéphane Dujarric said in a statement.
“The Secretary-General urges the host country to ensure that visas are issued in accordance with its obligations under the Headquarters Agreement, in time for the President to participate in person in the work of the General Assembly,” Dujarric said.
Abdel Fattah al-Burhan is the head of Sudan's army and one of the parties to the civil war that has been raging in the country since 2023. According to AFP sources, the United States has demanded that al-Burhan agree to a three-month ceasefire with the rebel group RSF in order to approve the visa.
In a statement, the US State Department writes that neither the army, the RSF "nor their respective leaders constitute a legitimate and constitutional leadership of Sudan."
