The authorities are demanding, among other things, information about FIFA's system for so-called dynamic pricing to determine whether the sales violate the country's consumer protection laws.
Consumers have accused FIFA's system of causing prices to skyrocket, and New Jersey Attorney General Jennifer Davenport accuses the organization of turning ticket purchases "into an ordeal marked by confusion, fabricated shortages and unreasonably high prices."
FIFA has declined to comment to the AP.
A total of eight matches, including the World Cup final, will be held in New York and New Jersey.
