Burgum will meet with Venezuela's interim leader, Delcy Rodríguez, who was vice president under Maduro and has taken over the presidency in a transitional government.
The United States announced through its embassy in Caracas that issues related to mining and rare earths are on the agenda.
According to a statement, the collaboration aims to "achieve a legitimate mining industry" and "secure supply chains for important minerals."
The Interior Minister, Burgum, is responsible, among other things, for natural resources in the United States and for the exploration of new resources there.
Maduro was overthrown in connection with a US military operation in January.
