The proposal involves more than $1 billion in security and reconstruction assistance and would also make an additional $8 billion in loans available for Ukraine's defense.
Those in favor hope the outcome will put pressure on the Senate to approve it, although that is unlikely unless President Donald Trump supports the proposal.
