But funding for efforts against irregular migrants was cut after Democrats demanded that the controversial, widely criticized federal immigration agency ICE not be supported.
Thursday's vote on funding for the Department of Homeland Security had been delayed for several weeks because of deep disagreements between Democrats and Republicans in Congress over, among other things, the future of ICE.
The department has therefore not received any funding, which has affected its ability to pay employees' salaries.
President Donald Trump will now approve the decision.
