The news agency cites five anonymous sources with knowledge of the talks. Among them are US special envoy Jared Kushner and President Vladimir Putin's envoy Kirill Dmitriyev, who are said to have taken part in the talks.
Nord Stream is on both the EU and US sanctions lists because of the war in Ukraine. The gas pipeline is also out of service following extensive sabotage just over four years ago.
Kushner and Dmitriyev are also said to have discussed the possibility of selling assets in the Russian oil company Lukoil to a consortium of investors from the United States, Qatar and the United Arab Emirates.
