The plan is a "further dangerous escalation of the conflict", said Miroslav Jenča, Deputy Secretary-General for Europe, Central Asia and the Americas, according to the British BBC.
Several of the member countries joined in the criticism of Israel. Among other things, Russia's representative Dmitri Polyanskiy called the plan a "gross violation of international law".
The Palestinian UN Ambassador Riyad Mansour said that he appreciates the support of the other countries but that it is not enough.
"You must act. You must do something about it. You must stop it", he said during the meeting, unusually so in that the Security Council rarely meets on weekends.
Mansour urges Israel to withdraw from Gaza and hand over power to the Palestinian Authority, which has both regional and international support.
