Russian forces are systematically and deliberately attacking civilians in Ukraine, according to the investigation, which was set up by the UN Human Rights Council. It is about a "month-long pattern of drone attacks on civilians.
"These actions were committed with the primary purpose of spreading terror among the civilian population, in violation of international humanitarian law", it states in the report.
"The attacks continue at the same time as this report is being published."
The commission has, through films and open sources, mapped Russian attacks on the city of Kherson and 16 other locations in the region since July last year. Nearly 150 civilians have been killed and hundreds injured in the attacks, according to the authorities.
