"I will continue to demand an immediate permanent and sustainable ceasefire. All hostages must be released immediately and unconditionally. This is the only way to guarantee security for all. There is no military solution to the conflict," he writes in a statement.
On Sunday, Israeli forces were accused by the Hamas-controlled civil defense in Gaza of having shot dead 31 people at a distribution site for emergency aid. Israel rejects the allegations.
The current distribution site belongs to the controversial new US- and Israel-backed initiative Gaza Humanitarian Foundation (GHF).
