Ukrainians in Sweden to Receive Study Support from 2026

From the turn of the year, Ukrainians who have fled the war in their home country shall have the right to finance their education in Sweden with study support. This is proposed by the government in the budget proposition.

So far, Ukrainians who have received temporary protection in Sweden through the EU's mass flight directive have not been entitled to study support. This has made it difficult or impossible for many in the group to complete an education.

But in the budget proposal for 2026, the government proposes that this restriction be lifted and that 40 million kronor be allocated annually to study assistance and study grants for the group.

"The right to study support for people who have been forced to leave Ukraine means that more people now have the opportunity to complete their studies, reach self-sufficiency faster and be part of society," says Minister for Upper Secondary School, Higher Education and Research Lotta Edholm (L) in a written comment to TT.

The right applies to Ukrainians who have had a residence permit in Sweden for at least twelve months. If the budget proposal is approved, the right will come into force on January 1, 2026.

According to the memorandum that forms the basis for the government's proposal, approximately 1,100 Ukrainian young people can pursue upper secondary education with study assistance and approximately 800 adult Ukrainians can study at, for example, university with the help of study grants.

Money for the Ukrainian group is taken from the item higher grants, i.e. the opportunity for some to receive a higher grant component and a lower loan component in study grants.
