The exception is included as EU countries are now discussing an extension of the protection given to Ukrainians since the renewed outbreak of war in 2022, in accordance with the EU's Civil Protection Directive.

Proposals are expected this summer to extend the protection, which would otherwise expire in the spring of 2027.

However, the idea is to no longer grant the right to reside and work in the EU to men who are in Ukraine and subject to a travel ban, as they are of an age at which they can be called up for military service.

"The proposal on the table to exempt those who have a travel ban sounds reasonable to us. Those people should be at home fighting for the future of Ukraine and the freedom of Europe," says Migration Minister Johan Forssell (M).
