Three high-ranking Ukrainian officers have been arrested for alleged "passivity" during Russia's offensive against Kharkiv last year.
According to the prosecutor, the lack of action led to Russian forces managing to capture parts of the region in northeastern Ukraine.
Two of the arrested are generals, according to a statement.
