But the United States opposes the plan, a senior Ukrainian source told AFP.
The US administration is pressuring European countries to abandon the idea of using Russian assets to support Ukraine, the source said.
At Thursday's EU summit, the countries hope to reach an agreement on using these assets in future support for Ukraine.
Belgium, which physically houses most of the frozen Russian assets that the EU wants to use, has not yet said yes.
