"Ukrainian defense forces adhere to the norms of international humanitarian law and strike only at hostile military targets," the spokesman told AFP.
The statement comes after Russia accused Ukraine on Thursday of carrying out a terrorist attack against civilians in a Russian-controlled part of Kherson, Ukraine.
According to Russian reports, more than 20 people were killed and another 50 injured when drones struck a cafe and a hotel on the Black Sea coast.
