The information comes from an EU source to the news site Euractiv. The idea is that opening the first so-called negotiation clusters for both Ukraine and Moldova will be raised at the EU ministers' meeting in Luxembourg.
The continuation will follow when the heads of state and government of the EU countries hold a summit in Brussels two days later.
The first of the six clusters deals with fundamental EU requirements, including democracy, freedoms and rights, and the legal system. Opening each negotiation cluster requires total agreement among current EU member states.
