Prokudin said three people in their 70s and 80s were killed in an attack on the city of Kherson. One person was killed and seven were injured in an attack on a gas station north of the city, and one man was killed in a drone strike on a village.
Parts of the Kherson region are under Russian control, while others are controlled by Ukraine.
According to local officials, a Ukrainian drone hit a car in the Russian region of Belgorod, killing the driver.
Both Russia and Ukraine deny deliberately targeting civilians in the war.
