The background is a match-fixing scandal from 2019, when seven Turan Tovuz players were suspended by the Azerbaijan Football Federation.
According to Conference League rules, participating teams must not have “been directly or indirectly” involved in match-fixing in the past ten years.
Turan Tovuz will appeal the decision to the Court of Arbitration for Sport (CAS), the club said in a statement.
The Conference League is the third-ranked European club tournament for men's teams after the Champions League and Europa League.
