The men, both in their 40s, have the same surname and live at the same address in Västernorrland in Sweden, writes Ilta-Sanomat, which was first to report the news.
The two men were arrested in Finnish Lapland. The Helsinki District Court remanded them in custody on Wednesday on the lesser threshold of reasonable suspicion, Yle reports.
The police suspect that the alleged espionage took place between August 30 and September 12. There is no information about where or how the crime was committed. It is also not clear where it took place.
The men have no previous convictions in Finland.
The Swedish National Criminal Police are silent about the case and refer to the fact that the investigation is in its early stages, writes Ilta-Sanomat.
On September 13-14, the European Arctic Summit was held in Rovaniemi, Finnish Lapland. Leaders from several European countries attended the meeting. It is unclear whether there is any connection between the events.
