“When a request for conditional release is made, an updated risk assessment of the convicted person must be produced,” Hulda Karlsdottir, a Norwegian state prosecutor, told Aftenposten.

The two psychologists who will assess Breivik - who now calls himself Jan Johansen - conducted an earlier assessment in 2024. At the time, they concluded that Breivik does not suffer from psychosis, but that there is a high risk he will commit further acts of violence if released.

The terrorist attacks on July 22, 2011, killed 77 people. Breivik was sentenced in 2012 to 21 years of so-called preventive detention, a prison sentence that can be extended.
