The two police officers who are being investigated for gross misconduct were the first to arrive at the scene after the knife attack, according to the IOPC, a kind of police ombudsman.
The stabbed student Henry Nowak was handcuffed as he lay dying on the ground. Both officers “potentially breached the rules of professional conduct,” the IOPC said in a statement.
Nowak told officers he had been stabbed, but this was initially dismissed. The 23-year-old man who stabbed him claimed Nowak had subjected him to a racist attack.
The 23-year-old was sentenced on June 1 to a minimum of 21 years in prison for the murder of Nowak.
