The arrests come after house searches at a major company in the city, carried out, among others, by police officers from the national task force.
The two leading figures are considered reasonable suspects, meaning they are being held at a lower level of suspicion.
"This is a matter of suspicions of criminal activity that could harm security in Sweden and Europe," said State Prosecutor Sara Nilsson, who is leading the preliminary investigation, in a press release.
The criminal classification means that international sanctions have been violated, which aim to restrict the movement of goods, services and people linked to, for example, violations of international law.
