A major search was launched for the men, both professional fishermen, after they were reported missing. They were later found by helicopter and taken to hospital, but their lives could not be saved.
It is still unclear what caused the accident.
The boat has not been found, says Linus Maxe, a police officer.
The police will now contact prosecutors to investigate further whether the accident may have occurred while the men were on duty.
