Another 59 people were reportedly injured, most of them civilians. Seven people are still missing, El Deber reports.
Fireworks were said to have been stored at the facility, but an investigation into the cause of the explosion is still ongoing, police spokesman Roger Roca said, according to AFP.
The facility is located in the middle of the city, and a widespread power outage followed the explosion.
