A man in his 20s was seriously injured in the incident and is being treated in hospital.
The two people were arrested outside shortly after the shooting. They are being held on suspicion of attempted murder and aggravated weapons offenses.
The alarm came at 9 p.m. Several police patrols were sent to the scene, including a police helicopter.
