"Security is being used by Prime Minister Benjamin Netanyahu's government as a pretext to occupy more land," Fidan said at a conference in Antalya, Turkey.
"Israel must realize that the only way to live peacefully in the region is to allow other countries to have their own security, territorial integrity and freedom, and not to exercise power over these countries."
The relationship between Israel and Turkey has steadily deteriorated alongside the wars in the Middle East in recent years.
