The agreement was intended to end the escalation of attacks on civilian ships in the Black Sea. Since June, at least 25 ships owned by Turkish shipping companies have been attacked in the Black Sea.

"We have shared a draft memorandum with the Russians and Ukrainians to find a solution to the attacks that are taking place in the Black Sea," the diplomat told the AFP news agency.

The information comes on the same day that Russia is accused of yet another attack on a civilian ship. According to Ukraine's Ministry of Infrastructure, the captain of the attacked Tanzanian-flagged vessel has been killed.
