Starmer resigned in July and handed over to Labour Party colleague Andy Burnham.
However, Trump expressed criticism of a plan to hand over the Chagos Islands in the Indian Ocean - which house a British-American military base - to Mauritius.
"It's terrible," Trump said.
The agreement with Mauritius was put on hold in April. But since Burnham took office, the plan has been reopened for renewal.
