Three people were killed in the attack, according to Trump, which he says was carried out in international waters. The information has not been confirmed by independent sources.
The US attacked a first ship with a narcotics cargo on September 2. Then eleven people were killed, which led Venezuela to accuse the US of extrajudicial murders.
Earlier on Monday, Venezuela's President Nicolás Maduro came out and promised to respond to "Washington's aggressions" and said that the country has every right to do so.
He also called the US Secretary of State "the ruler of death and war" - this after Rubio said that "these boats (with narcotics) must be blown up".
