Trump made the statement on Saturday in front of several Latin American leaders who are friendly to the United States during a meeting in Florida, which is home to a large number of Cuban exiles.
Trump said during the meeting, "I'm taking care of Cuba" and that "big changes" await the island nation.
No representatives of the Havana regime attended the Florida meeting.
"They (Cuba) have no money, they have no oil. They have a bad philosophy; they have been a bad regime for a long time," Trump said.
Cuba is being wracked by a nationwide energy crisis, partly because oil exports from Venezuela have been strangled.
