The proposal concerns the regions of Donetsk and Luhansk, which would be ceded to Russia, according to several diplomatic sources, reports the British Financial Times. In addition, the front line at Cherson and Zaporizjzja would be frozen, which means that Russian military successes would be made permanent.

In the agreement, Ukraine would also hand over the parts of Donetsk that the country still has control over to Russia.

Freezing the lines of conflict

In return, Russia would refrain from demanding the entire Cherson and Zaporizjzja regions. In addition, Russia would promise in writing not to invade other parts of Ukraine or other Western countries.
