Toxic gas is coming out of the vehicle. An operation is underway to ensure that no one is exposed to the gas, he says.
The fire service says there is no danger to the public.
The road is closed in both directions. By 4:30 p.m., the fumes from the vehicle had subsided, but there is a risk that it could start emitting fumes again.
