The club condemns the action, which took place in connection with the away Champions League match against Frankfurt at the end of January.
"The abhorrent behaviour of a minority of so-called fans in no way reflects the values of our club and its supporters," Tottenham wrote on its website.
At the same time, UEFA announced that the club will be fined 30,000 euros - equivalent to just over 320,000 kronor - for racist and/or discriminatory behavior.
Tottenham, where Swedish internationals Dejan Kulusevski and Lucas Bergvall play, are in a tough spot in the Premier League. The club is currently in 16th place in the table.
