Chivers scored 174 goals in 367 games for Tottenham and is one of the club's all-time top scorers.
Chivers had his heyday in the 1970s and won the League Cup twice and the UEFA Cup with Tottenham, among other honours.
He also scored 13 goals in 24 international appearances for England.
"It is with great sadness that we announce the passing of our legendary former striker Martin Chivers," Tottenham wrote.
Martin Chivers was 80.
