Filming for season two wrapped in March, and sources say Hardy was not asked to return after behind-the-scenes conflicts with producer Jez Butterworth, 101 Studios and others.
The series, which was a huge success on the American streaming giant Paramount+, was created by Ronan Bennett and also stars Pierce Brosnan, Helen Mirren, and Paddy Considine.
Tom Hardy previously had a falling out with Charlize Theron during "Mad Max: Fury Road," when he allegedly acted aggressively during filming and had to be persuaded to leave his trailer.
