The information comes from a Norwegian pilot, who in December reported that a large excavator was blocking the view from the bridge. Despite this, the excavator remained on the ship at the time of the accident this summer, the radio reports, citing information from the police investigation.
"After installing the excavator, it is difficult to see everything you should see when standing in the middle and steering," the pilot writes, according to documents from the Norwegian Coastal Administration.
A family - a man and a woman and two young children - were on a pleasure boat in July when it was hit by the ship. The father and one of the children were rescued, but the mother and the other child died in the accident.
