It's simply the human factor, says Jenny Sengoltz, communications officer at the Swedish Agency for Youth and Civil Society Affairs (MUCF), to Smålandsposten.
Free train passes for travel within the EU can be applied for by 18-year-olds, but to have a chance of getting one you must take part in a quiz. MUCF is responsible for inviting applicants to a preparatory meeting.
Last week, an invitation to such a meeting was supposed to go out, but the email said: “Congratulations on your DiscoverEU card!” After six hours, MUCF sent out a correction email.
One of the young people who had hoped to receive the card told the newspaper that he had not received the correction email and that he had started planning a trip to Europe.
