Partey had hoped that the appeal would be successful, but it was not. A federal court in Canada dismissed the case, which means that Partey will miss Ghana's World Cup opener against Panama in Toronto on Thursday night, local time in Sweden.
The visa refusal is linked to the fact that Partey, previously with Arsenal and last year with Spanish club Villarreal, is charged in the UK with seven counts of rape and one count of sexual assault against four different women.
He is expected to stand trial next year and denies any wrongdoing.
Ghana also faces England and Croatia in the group.
