The United States has put together a plan to end the war in Ukraine. The content has been criticized for more or less implying a Ukrainian capitulation. Here are some of the 28 points proposed, according to a draft obtained by the AP news agency:

Ukraine's sovereignty will be consolidated.

A comprehensive non-aggression pact should be concluded between Russia, Ukraine and Europe. All ambiguities of the last 30 years should be considered resolved.

Russia is not expected to invade neighboring countries and NATO is not expected to expand further.

A dialogue will be held between Russia and NATO, mediated by the United States, to resolve all security issues and create conditions for de-escalation to ensure global security and increase opportunities for cooperation and future economic development.

Ukraine should receive reliable security guarantees.

The size of Ukraine's military will be limited to 600,000 people.

Ukraine agrees to include in its constitution that the country will not join NATO, and NATO agrees to include in its charter a condition that Ukraine will not be allowed to join in the future.

NATO agrees not to station forces in Ukraine.

European fighter jets may be stationed in Poland.

A joint US-Russian group working on security issues will be created to promote and ensure compliance with all terms of the agreement.

Russia will enshrine in its law its non-aggression line towards Europe and Ukraine.

Territories:

Crimea, Luhansk and Donetsk should be recognized as Russian, including by the United States.

Kherson and Zaporizhia are to be frozen along the contact line, which de facto means recognition along the contact line.

Russia is to leave other agreed territories that it controls outside the five regions.

Ukrainian forces will withdraw from the parts of the Donetsk region that they currently control, and this zone of withdrawal will be considered a neutral demilitarized buffer zone, internationally recognized as territory belonging to Russia. Russian forces will not enter this demilitarized zone.

Ukraine will hold elections within 100 days.

When all parties agree to this, the ceasefire will come into effect immediately after both parties withdraw to agreed locations to begin implementing the agreement.
