Representatives of the authority write in DN Debatt that the current system of appeals leads to the state appearing fragmented and ineffective, that courts are required to decide issues that are in practice political, and that there is a risk of arbitrariness when decisions are most often made at the civil servant level.
"If this is not stopped, foreign companies will opt out of us. The state cannot be at war with itself all the time," they write.
The Acceleration Office therefore wants the Environmental Protection Agency and the Swedish Marine and Water Authority to no longer have the opportunity to appeal county administrative boards' decisions under the Environmental Code, that selected authorities should be forced to report appeals of decisions by other state authorities or court decisions, and that decisions on appeals should be made by the head of the authority.
