The Gaming Inspectorate is now presenting a preliminary assessment following its supervision of S-owned Kombispel. It is established, among other things, that S has failed in its responsibility to sell lotteries under "controlled and securely reassuring forms".
The Social Democrats have also breached the requirement that gaming operations "shall be conducted in a sound and secure manner with strong consumer protection".
The supervision of lottery operations began after DN revealed last autumn that the Social Democrats' lotteries were being sold using aggressive sales methods from a call center in Barcelona, likely without the individuals who responded - often elderly - understanding the terms of purchase. Since then, telephone sales have been stopped.
The Gaming Inspectorate writes in its statement that it is the license holder - in this case, the Social Democrats, S Women, and the Youth League SSU - who bears full responsibility for ensuring that gaming operations comply with the Gaming Act, even if they allow a service company to manage the operations themselves. The license holder cannot therefore delegate this responsibility.
The Consumer Agency has also criticized the lottery operations, among other things, for the letters sent out violating the Marketing Act.
The Social Democrats now have three weeks to respond.
In a written comment to TT, the party's press service writes:
"The Consumer Agency has concluded its cases regarding Kombispel, both regarding telephone sales and mailouts. Now the Gaming Inspectorate has requested that the Social Democrats submit a statement by April 8 at the latest, and we will do so."
