To facilitate the exchange of rental apartments, the Tenants' Association wants to see a modernization of the law that means the tenant's rights are strengthened.
We receive signals that many end up in lengthy processes. The idea with rental apartments is that it should be flexible, says Marie Linder.
We also see that tenants receive arbitrary noes from landlords.
The reform proposal contains four points. All rejections should only occur for clear and objective reasons, the current requirement for special reasons for exchange when the apartment has been rented for less than a year should be removed, all decisions must be made within a reasonable time and finally that tenants have the opportunity to have decisions reviewed.
We are very clear that it should only be fair exchanges. There may be reasons for a landlord to say no, but a regular family who wants to exchange an apartment should be able to do so, says Linder.
There is also a discussion in Sweden about being able to move to where the jobs are, then it is very important that this works.
In Sweden, around three million people live in rental apartments, everything from small one-room apartments to large apartments or row houses.
