Afghan families returning from Pakistan, where they had been living, were in the truck that overturned in the eastern part of the country, according to a spokesman for the governor of Laghman province.
Fatal traffic accidents are common in Afghanistan, partly due to dangerous driving, lack of regulation and poor roads after decades of conflict.
The accident occurred on the road between Jalalabad in eastern Afghanistan and the capital, Kabul.
