The government and the Sweden Democrats presented the bill just before the election. The aim is to introduce a new offence in the Penal Code, called “participation in a criminal organisation.”
The Council on Legislation has no major objections in its opinion, but believes that "association" should be replaced with "grouping". According to the council, the term "criminal association" can give the impression that it refers to an entire organisation, when the law is actually aimed at a group of people who commit serious crimes.
The current bill sets out how the change should be incorporated into ordinary law. In addition, the Riksdag needs to approve the constitutional amendment that will make the law possible once again.
The Tidö parties had aimed to introduce the law on April 1 next year. It is now less clear how that will happen.
