The vote in the Riksdag was 176 to 171. S, V, MP and C voted against the bill.
In addition to a reduced quantity discount, the bill also includes fewer mitigating circumstances when a sentence is imposed, and that the courts will more often impose sentences higher on the crime's penalty scale than is done today.
Pressing "go"
There is no date for entry into force. The decision means that the government that takes office after the election will be given a mandate from the Riksdag to decide on it itself, when the Prison and Probation Service is deemed to have sufficient capacity.

Minister of Finance Elisabeth Svantesson (M) promises to ensure that there is money to allow the reduction in the quantity discount to take effect in 2029 or 2030.
This reform is completely morally necessary for me, she says, promising to press "go" after the election.
The amendment means that the courts must use the total penalty value for the three most serious crimes as a starting point when determining a sentence.
Costs billions
The government estimates that the change in the law will in the vast majority of cases result in sentences being between 50 and 75 percent longer than they are today in the case of multiple crimes.
The government has also assessed that the proposals in the bill will collectively result in increased costs for the Swedish Prison and Probation Service of around SEK 38.6 billion per year when the reform has taken full effect.
Of that amount, the reduction in the volume discount accounts for SEK 12.3 billion.
The Social Democrats voted against the bill because it lacks both a date for entry into force and funding.
The party's legal policy spokesperson Teresa Carvalho calls the government proposal a "castle in the air." She does not believe it can come into effect for many years.
There is a shortage of tens of thousands of prison places, she says.
A first step
S is therefore choosing to start reducing the volume discount only for sexual offenses in a first step.
We want to do this immediately in the next term, says Carvalho.
After that, S wants to reduce the quantity discount for other dangerous violent crimes as well. This is a significantly more realistic plan than the government's, according to Carvalho.
Despite the fact that V, MP and C also voted against the government's bill, Carvalho believes that an S-led government will be able to present a proposal on the quantity discount.
She interprets Thursday's parliamentary debate as indicating that there is agreement to change the current system.
