Sweden's intelligence services: MUST, FRA, NOA, Säpo and the new UND

The different intelligence activities are focused on different types of threats. The so-called defense intelligence agencies focus on external threats and on the relations and activities of foreign states and foreign actors in general.

They are:

MUST (Military Intelligence and Security Service). Part of the Armed Forces. It has both the government and the ÖB as clients. The security service section focuses on threats to the Armed Forces.

FRA (Defense Radio Agency). It is a civilian signals intelligence agency that delivers intelligence to, among others, the Armed Forces, Säpo, the government and the police.

FOI (Totalförsvarets Forskningsinstitut). Conducts, alongside other missions, technical defence intelligence and analyses information from research and from other relevant authorities.

FMV (Defense Materiel Administration). Its main task is the procurement of defense equipment, but it also conducts technical defense intelligence.

Other important contributors to Sweden's overall intelligence operations are:

Säpo (Sweden's national security service)

NOA (National Police Operations Department)

MCF (The Swedish Civil Defence Agency, formerly known as the Swedish Civil Contingencies Agency)

MPF (Psychological Defense Authority)

KBV (Coast Guard)

ISP (Inspection for Strategic Products) and Swedish Customs

The government now wants to establish a new civilian foreign intelligence service from 2027, UND, which will take over parts of MUST's operations.

To strengthen coordination on national security issues, the government has established the NSR (National Security Council) and a National Security Advisor.
